The Utility Commission approved investigating an amendment to the existing water and sewer impact fees.
In the Fall of 2025, the Village Board requested investigating adding a Law Enforcement Impact Fee. The Public Facility needs assessment is the first step in this process, which was completed and put on file with the clerks office on February 3, 2026.
On February 2, 2026, the Village Board provided direction to staff to draft an amendment to Chapter 198 consistent with the result of the Impact Fee Study. This includes a proposal to add a law enforcement impact fee and modify existing water/sewer impact fees.

On February 19, 2026, Village staff will be holding two public involvement meetings to collect feedback.

Public Hearing for an Impact Fee Ordinance
Notice is hereby given that the Village Board of Trustees will hold a public hearing during the Village Board of Trustees meeting on Monday, March 2, 2026 at 6:30 p.m. The public hearing is regarding consideration of repealing and recreating chapter 198 of the Village Code of Ordinances to impose sewer, water, and public safety impact fees.
The hearing is intended to obtain comments from interested parties regarding the proposed ordinance prior to the Village Board making a decision on approval.
The public hearing will be held at 221 East Cottage Grove Road, Cottage Grove, Wisconsin 53527. The agenda for the meeting, text of the ordinance, and public facilities needs assessment can be accessed on the Village website.
